Work on proposed subdivision in Madison County creating flooding issues, landowner complains

Work on a proposed 145-lot subdivision in Madison County has one neighboring landowner feeling irate.

Harvest resident Fred Heddens told the Madison County Commission on Tuesday that work on the Riverstone of Monrovia subdivision was causing flooding on his property, the property of one of his neighbors and an adjacent road.

“We should not approve these things until a full county investigation is done,” Heddens said. “The roads can’t handle it.”

He called the problems a ‘disaster’ and believes the situation will only get worse once the homes are finished.

“We’ve got to do something with the water,” Heddens said. “It’s significant.”

Madison County Engineer Chuck Faulkner said the subdivision met the minimum requirements for approval. County Attorney Jeff Rich said the law left the commission little discretion but to approve it. He said county regulations addressed infrastructure requirements and utility placements. The subdivision is being developed by Concord Land Development.
