President Donald Trump on Wednesday afternoon offered a glimpse into how his announcement of a 90-day pause on tariffs came to fruition, saying the Truth Social post “was written from the heart.”

“I think it probably came together early this morning, fairly early this morning,” the president told reporters at the White House, adding that the announcement had been in the works for several days.

Trump said he discussed the plan with Commerce Secretary Howard Lutnick and Treasury Secretary Scott Bessent.

“Just wrote it up. We didn’t have access to lawyers or anything, we wrote it up from our hearts, right?” he said. It was written from the heart. I think it was well-written, too.

“We did it today,” Trump said, “and we’re happy about it.”

The announcement was posted to the president’s Truth Social account Wednesday afternoon.

The post stated the tariffs levied on several nations would be paused for 90 days as the administration enters negotiations with those countries on how to resolve the trade disputes.

But China, which retaliated by increasing its tariffs on American goods, which in turn led the U.S. to hike its tariffs on Chinese goods, is not covered by the pause.

“Based on the lack of respect that China has shown to the World’s Markets, I am hereby raising the Tariff charged to China by the United States of America to 125%, effective immediately,” Trump wrote.

“At some point, hopefully in the near future, China will realize that the days of ripping off the U.S.A., and other Countries, is no longer sustainable or acceptable.

“Conversely, and based on the fact that more than 75 Countries have called Representatives of the United States, including the Departments of Commerce, Treasury, and the USTR, to negotiate a solution to the subjects being discussed relative to Trade, Trade Barriers, Tariffs, Currency Manipulation, and Non Monetary Tariffs, and that these Countries have not, at my strong suggestion, retaliated in any way, shape, or form against the United States, I have authorized a 90 day PAUSE, and a substantially lowered Reciprocal Tariff during this period, of 10%, also effective immediately.

“Thank you for your attention to this matter!”
