Puerto Rican man told he needed passport to rent car at New Orleans airport

A Puerto Rican man was told he could not rent a car at the New Orleans airport last week because he did not have a passport.

According to both NOLA.com and CBS News, Humberto Marchand had already reserved and paid for a rental car at Louis Armstrong New Orleans International Airport, but when he presented the clerk his Puerto Rican driver’s license, she “insinuated Marchand is foreign and said he couldn’t rent a vehicle without showing his passport,” according to the NOLA.com report.

Puerto Rico is a U.S. territory and Puerto Ricans are U.S. citizens.

In a video taken by Marchand, the Hertz employee is heard asking him to leave and threatening to call the police, which Marchand encouraged her to do. The Kenner Police Officer also asked Marchand to leave, with Marchand telling CBS News the officer threatened to call the border patrol, if necessary.

The Kenner Police Department disputed that claim, although it was acknowledged the officer did ask Marchand to leave because the Hertz clerk had reported a “disturbance.”

Hertz later issued an apology and a refund to Marchand, according to a statement sent to NOLA.com. The company said Puerto Ricans are not required to show a passport when renting a car in the U.S. and that the policy will be “reinforced” with employees.
