Florida man let 2 dogs starve to death rather than re-home them, police say
A Florida man is charged with two counts of felony aggravated animal cruelty causing death after deputies found the decomposed bodies of two dogs in kennels in the man’s apartment, according to an arrest report obtained by WEAR.
Deputies in Santa Rosa County, Fla., were called to a Milton apartment complex on a report of a possible suicide, which had been reported by 30-year-old Caleb Phillips.
When deputies arrived, however, they noted the “overwhelming odor of decaying flesh (death), which would be inconsistent with a suicide that had just occurred,” according to the report.
Deputies noticed a door in the apartment with a towel placed at the base to cover the gap between the door and the floor. Entering the room, they were greeted by a gruesome site: two kennels, each with the body of a dog in an “advanced state of decomposition” and an empty food bowl.
The report says Phillips deliberately allowed the two dogs to starve to death rather than try to find them new homes.
“He made no effort to call animal control or release the dogs to another party,” deputies wrote in the report. “(Phillips) left the two dogs inside these kennels, slowly starving them to death. In doing so, he inflicted unnecessary pain and suffering resulting in their cruel deaths.”
Deputies also found narcotics and drug paraphernalia in the apartment.
Santa Rosa County Jail records show Phillips has been arrested at least 11 times previously on charges including larceny, fraud, possession of methamphetamine with intent to sell, and probation violations.
As of Thursday afternoon, Phillips remained jailed under $15,000 bond.
Aggravated animal cruelty causing death is a 2nd-degree felony in Florida, punishable by up to five years in prison.
