Decatur police release video of arrest, tasing and punching during mental health call
Decatur police have released footage of an arrest Tuesday after videos of the incident circulated on social media.
The footage, which runs for more than 29 minutes, shows officers taking John Daniel Scott Jr. into custody.
“We understand the concern this has raised within our community and would like to provide clarity based on the information currently available,” the department said in a statement accompanying the video.
According to the department, the footage documented the second encounter officers had had with Scott that day. Earlier, the department responded a call from Scott’s mother regarding her son’s mental health.
“The officer spent nearly an hour engaging with Scott before clearing the scene without incident,” police said.
The later incident happened that day at about 8:15 p.m. at Brookridge Apartments on Brookridge Drive S.W. Responding to a disturbance call, officers and Morgan County EMS encountered Scott.
In the footage, officers encountered Scott outside in the parking lot, who attempts to chat, shakes hands with some officers and engages in conversation.
Sweating profusely, he says he will ride with medics and is informed he has an outstanding warrant with Morgan County. He stands outside the ambulance while officers and medics attempt to talk him into getting inside.
“Just get inside, you need to get inside,” an officer tells him, pointing inside the ambulance.
“You can either go to the hospital with us,” a medic says, “or you can go with them,” indicating police.
At the 14-minute mark of the video, an officer begins instructing him to turn around and put his hands behind his back.
“We’re all in this together,” Scott says. “I might get hurt, sir.”
“Relax John,” one says to him, as officers take his hands.
“I just want to make sure you’re recording,” Scott says. An officer says yes.
As Scott goes to the ground, he begins screaming, “I’m sorry!”
“Officers strongly encouraged him to voluntarily board the ambulance for a mental health evaluation and medical care,” the department said in its statement. “Despite repeated efforts, he refused.”
By the 23-minute mark in the video, Scott has been placed in a patrol car and an officer who says Scott spat blood on him has a medic help him clean his face.
“Due to his significant physical size and strength, officers were forced to employ measures in response to his resistance (including Taser deployments) with multiple unsuccessful attempts to gain control,” the department said.
The video also seems to show officers punching Scott as he grabs at them.
“Scott was eventually successfully handcuffed by officers and transported to the Morgan County Jail. Upon arrival at the jail, he was turned over to jail personnel. Scott was again non-compliant with jail staff before he was finally secured in a cell.”
Police said Scott later exhibiting signs of physical distress. He was transported by ambulance to Decatur Morgan Hospital, then transferred to Huntsville Hospital.
“The Decatur Police Department is maintaining active communication with his family and remains committed to transparency as the investigation continues,” police said. “We recognize the importance of accountability and compassion, particularly in incidents involving mental health, and we are thoroughly reviewing all aspects of this case.”
