The Birmingham City Council on Tuesday delayed action on the city’s $554 million budget for 12 weeks, still waiting on numbers that had to be tabulated by hand after a months-long cyberattack.

“We were waiting for the administration to come forward with the real budget,” said Council member Carol Clarke.
