Averhart, Harvey-Hall join race for Congress in new 2nd district

Phyllis Harvey-Hall, a Democratic nominee for Congress twice in the last four years, is back on the ballot in Alabama’s redrawn 2nd District.

Hall and James Averhart are the latest candidates to qualify in the Democratic Party for the March 5 primary. Qualifying ends Friday.

Hall was the Democratic nominee in District 2 in 2020 and 2022, losing both times to Republican Barry Moore.

“I’m stepping into this race once again, ready to confront the challenges head-on,” Harvey-Hall said Tuesday on X.

Harvey-Hall grew up in Enterprise, earned a bachelor’s degree in elementary education from Alabama State University and taught in the Montgomery public school system.

District 2 changed under a map approved by a three-judge federal district court in October. Black residents make up 49% of the voting age population, up from 30% on the previous map. Analyses filed with the federal court show the new district, which spans south Alabama from Mississippi to Georgia, is now favorable to Democrats. It includes all of Montgomery County and a northwest portion of Mobile County.

Averhart won the Democratic nomination in District 1 in a runoff in 2020. He received 36% of the vote in the general election, losing to Republican Jerry Carl.

Averhart, who grew up in Washington County, served in the U.S. Marine Corps from 1987 to 2017.

Others Democrats who have qualified in District 2 are Rep. Napoleon Bracy Jr., of Prichard, Rep. Jeremy Gray of Opelika, and Willie J. Lenard. Sen. Kirk Hatcher of Montgomery and Jefferson County Commissioner Sheila Tyson have said they are running for the seat.

Three Republicans have qualified in District 2. They are Sen. Greg Albritton of Atmore, Montgomery businessman and former Sen. Dick Brewbaker, and Montgomery attorney Caroleene Dobson.
