Alabama man arrested for manslaughter, DUI in connection with fatal 2023 crash

The Alabama Law Enforcement Agency said a Morgan County man faces multiple charges in connection with a fatal 2023 traffic crash.

According to Senior Trooper Cody Farrar with ALEA, Hugo Armando Roman-Ortiz was taken into custody Thursday morning at 5:55 a.m. by troopers with ALEA’s Highway Patrol Division, with assistance from U.S. Immigration and Customs Enforcement.

Roman-Ortiz was transported to the Lawrence County Detention Center where he was served with grand jury warrants for manslaughter, driving under the influence, no driver’s license, improper lane usage and driving thru traffic control device.

The charges came in connection with a May 28, 2023 crash on Alabama 157 near Lawrence County 150, about eight miles north of Moulton in Lawrence County.

Kendall Lee Dean, 48, was fatally injured when the 2014 Ford Focus that he was driving collided head-on with a 2004 GMC Yukon, driven by Ortiz, 33, of Decatur.

Troopers said Dean was not using a seat belt at the time of the crash and was pronounced dead at the scene. Ortiz was injured and transported by helicopter to Huntsville Hospital for treatment.

The passenger of the GMC, Fernando Jose-Portillo Mariano, 22, of Decatur, was also injured.
