Woman captured, charged in $200,000 theft from Shelby County child advocacy group

A 36-year-old woman sought in connection with theft of $200,000 from the Arc of Shelby County is now in custody.

The U.S. Marshals on Wednesday took Jennifer Massey into custody, the Shelby County Sheriff’s Office announced. Sheriff’s officials said Jennifer Massey eluded arrest for more than a month following the surrender of her mother, Cindy Massey, who is the former chief financial officer of the agency.

Jennifer Massey is being held without bond in the Shelby County Jail on a first-degree theft of property charge. She has no bond because of a previous probation violation.

Cindy Massey, 65, of Pell City, served as CFO for The Arc of Shelby County, an advocacy agency for child and adults with developmental disabilities.

Cindy Massey was booked into the Shelby County Jail in October on a theft of property charge and released the same day after posting a $30,000 bond.

According to charging documents, Cindy Massey was issued a company credit card, and later several replacement cards – as CFO of The Arc of Shelby County.

“The cards were only to be used for business purposes and it was her responsibility as CFO to ensure the cards were used appropriately,’’ the complaint state.

From May 1, 2022, through Aug. 15, 2023, Cindy Massey and Jennifer Massey used the cards to make hundreds of purchases in St. Clair, Shelby, and Jefferson counties, as well as over the internet, and in Florida, records state.

Those purchases included rent on a personal residence, car payments, car repairs, veterinary services, at least one Florida vacation, cosmetic surgery procedures, inmate phone credits at the Shelby County Jail and internet purchases delivered to Pelham.

Cindy Massey then used her position as CFO to use Arc’s funds to pay the credit bills, according to the complaint.

Anyone with additional information on the case is asked to call sheriff’s Sgt. Chris Curenton at 205-670-6173 or email [email protected]. Tips can also be submitted to Crime Stoppers at 205-254-7777.
