Town hall set for bill to prohibit street racing, exhibition driving

Rep. Juandalynn Givan, a Democrat from Birmingham, will hold a town hall meeting Tuesday night on a bill she is sponsoring to prohibit street racing, exhibition driving, and certain driving stunts.

The town hall will be from 6 p.m. to 8 p.m. at the Alabama School of Fine Arts, Dorothy Jemison Day Theater, 800 19th Street North. The bill, which would apply only to Jefferson County, would prohibit burnouts, donuts, speed contests, speed exhibitions, and motor vehicle sideshows. The bill carries definitions for all those terms.

The prohibition applies to public roads or highways, public or private parking lots, and any other place without the property owner’s consent. The Jefferson County Commission could impose a civil penalty for violators. Police could order vehicles towed and impounded for 10 days on the first violation, 20 days on the second, and 30 days on third and subsequent violations. The district court would handle the cases. Those found liable for a violation could appeal to the circuit court.

Birmingham Mayor Randall Woodfin and mayors of Alabama’s other large cities have asked lawmakers to crack down on speed racing and exhibition driving because of the danger, as show by several tragedies in Birmingham last year. In December, a Dodge Charger doing donuts crashed into a crowd of onlookers when it was struck by a Nissan 370z that was racing at John Rogers Drive and Gun Club Road in Birmingham. Sixteen people were injured. In August, gunfire broke out at a driving exhibition in downtown Birmingham, leaving a woman dead and four others injured. In July, a 14-year-old boy was killed when he was struck watching by a vehicle that was racing in west Birmingham.

Rep. Allen Treadaway, R-Morris, a former assistance police chief in Birmingham, is co-sponsoring the bill with Givan.
