Ex-Alabama police officer pleads guilty to sexual assault of woman during traffic stop

A former Alabama police officer has pleaded guilty to sexually assaulting a woman while on duty and receiving sexually explicit photos of a minor.

Jarrod Gailen Webster, who was a Killen police officer, admitted that on Nov 12, 2023, he violated the civil rights of a woman after initiating a traffic stop on the woman, according to federal officials.

Webster, 27, asked the woman to step out of her vehicle, and he asked her what she wanted to do to “get out of this.”

When the woman told Webster that she was not going to do anything for him, Webster handcuffed the woman, opened the rear door of his patrol vehicle, removed his bulletproof vest, turned off his body cam and raped her.

He also forced her to perform oral sex on him, according to his plea agreement.

The victim, investigators said, “did not feel like she could say no…and believed that (Webster) would shoot and kill her if she did not engage in these sex acts.”

Webster, according to the plea agreement, said if she told anybody what happened, he would find out where she was.

DNA from some of the body fluid evidence showed that is was 99 septillion times more likely Webster was a contributor to those fluids.

Additionally, Webster admitted that between June 2016 and October 2018, he communicated with a minor by phone.

The girl was 15 when the communication began.

Webster asked the minor to produce and send him sexually explicit images of herself. The minor victim sent multiple photos to Webster at his request, at least one of which constituted child sexual abuse material.

Webster pleaded guilty to one count of deprivation of rights under color of law and one count of sexual exploitation of children.

“Jarrod Webster took an oath to protect and serve citizens of his community,’’ said Northern District of Alabama U.S. Attorney Prim Escalona.

“He violated that oath when he sexually assaulted a woman and exploited a minor to produce and send sexually explicit images.”

The FBI Birmingham Field Office investigated the case.

The case is being prosecuted by Assistant U.S. Attorney Michael A. Royster and Senior Sex Crimes Counsel Maura White and Trial Attorney Sarah Howard of the Civil Rights Division’s Criminal Section.

“Police officers are given immense trust and responsibility to serve and protect, and are therefore held to a higher standard,” said Carlton Peeples, Special Agent in Charge of the FBI Birmingham Division, “so there are serious consequences when one tarnishes the badge by breaking the law.”

“Jarrod Gailen Webster disgraced the uniform when he abused his authority,” Peoples said, “and his conviction affirms that the FBI has zero tolerance for officials who prey on the citizens they have sworn to protect.”

Webster is set to be sentenced on May 20. He faces a maximum of life in prison, five years of supervised release, and a fine of up to $250,000 for the charge of deprivation of rights under color of law.

For the child sexual exploitation charge, he faces a prison term of 15 to 30 years, a supervised release term of 5 years to life, and a fine of up to $250,000.
