20-year-old charged in theft that led to I-59 Birmingham shootout that injured 4

A 20-year-old Tarrant man has been charged in the theft of a vehicle which led to a shootout on Interstate 59 in Birmingham last year that left four people injured.

Kemari Tariq “Kemo” Rogers is charged with first-degree theft of property, which is a Class B felony, Tarrant police announced Thursday.

No one has been charged in connection with the actual Nov. 10, 2023, shooting. The shootout happened, authorities said at the time, when victims of the car theft spotted and followed the stolen vehicle.

The car theft happened about 11 a.m. that Friday. Tarrant police responded to McDavid Street and learned that the victims were unloading their vehicle when several males entered the vehicle and took off.

Tarrant police Sgt. Derrick Williamson said officers were unable to have the vehicle entered into the National Crime Information Center database which shares reported stolen vehicles with all law enforcement agencies nationwide.

The reason, Williamson said, was because Chief Wendell Major – who remains on suspension – had removed public dispatchers’ access to the NCIC database amid an ongoing dispute with the Tarrant mayor.

The shootout happened later that day – shortly after 4:30 p.m.

Multiple calls started coming into Birmingham’s 911 center about 4:40 p.m.

One of the callers said a person was on the ground outside of a vehicle with a gunshot wound, according to police radio traffic.

That location was on I-59 southbound near Bush Boulevard. A second victim was then also found nearby on the interstate.

Police then learned at least two gunshots victims were dropped off at the emergency room at UAB Hospital. All of the victims survived their injuries.

Officer Truman Fitzgerald at the time said the initial investigation indicated that a group of people saw what they believed to be their vehicle that was stolen from another city and began to follow them.

“The groups stopped, and a shootout ensued,’’ Fitzgerald said.

Fitzgerald said he doesn’t know how many shots were fired but said, “It was an alarming scene to hundreds of people.”

The shooting remains under investigation by Birmingham police.

Rogers’ bond is set at $150,000. Williamson said more arrests are expected in connection with the vehicle theft.
